Connectivity

Stirling Place provides a rare opportunity to connect into a major public transport node. The new station connection is a key element in the design for Stirling Place and will provide a public transport gateway to both the proposed development and the wider local community.

Following consultation with the Council, we have also designed the site to enable the future provision of a loop road to accommodate an airport bus route for a pick up / drop off area and turning bay.

The scheme design will ensure that pedestrian permeability and cycle access is improved across the site. Pedestrian and vehicular movements through the site are separated to provide a safe and attractive environment.

A broad pedestrian route has been designed that gives a clear line of site from the station into the heart of the development. This will act as the primary pedestrian route that ties the whole Napier Park development together on a north – south axis across Kimpton Road.

Commercial Offices

The commercial office building is situated at the front of Kimpton Road and has been designed to frame the entrance into Stirling Place as well as provide a landmark at the junction between the two. The office building, referred to as 1 Stirling Place, is the tallest building proposed for the site, providing a visual focus both locally and from the more distant views to the south.

Studies have been undertaken to investigate an appropriate height for the building, considering both the sensitivities of the listed building on Kimpton Road (Chamber Business) and the future context of the buildings already granted Planning consent to the north of Kimpton Road and to the west of Stirling Place.

In response to our consultation with Luton Borough Council, we have reduced the height of our initial proposals from a 13 storey building to 10 storeys. The form of the building has been modified so that the section closest to Chamber Business is the lowest section and is set further back than originally intended.

Ultimately, we are committed to creating an attractive and safe environment that is accessible to all and the design approach has been carefully developed to ensure compliance with all national guidelines and statutory requirements.
